's arrival. but north carolina could be hit harder than virginia. jay gray has the latest on storm preparations from kill devil hills on the outer banks. >> reporter: calm seas can't hide the concern as hurricane earl, a major storm continues to close in on the east coast. >> from north carolina, to maine, any of these areas could be impacted and getting people to record they need recognize they need to get ready now. >> the current forecast track shows earl brushing the coast in the next couple of days. >> it doesn't have to make landfall to have very significant impact. >> reporter: north carolina's outer banks will likely be the first to feel the effects of earl. >> i think everybody is concerned. the locals are saying it is teasing us. so we're going to hang out and see what happens until they run us off the island, i guess we'll be all right. >> reporter: evacuations orders are already in effect on okracoke island. more are expected later today. as far north as massachusetts, many aren't waiting for orders, already pulling boats from the water and preparing to ride out the sto

of water. earl's powerful gusts and driving rains are now being felt in southeastern virginia and moving up the coast. we have complete coverage of hurricane earl. ron mott in north carolina, weather channel's mike seidel on long island, new york, nbc's michelle franzen in cape cod, still wounding what is going to happen there. let's begin with nbc meteorologist bill karins come have been worse but still some problems, bill? >> yeah, tell you, we had a category 4 at this time yesterday and very fearful what was going to happen in the carolinas and eventually up in cape cod. the storm weakened a little bit more than expected yesterday afternoon and evening that set the stage for the damage that miner in the eastern carolinas much the storm is continuing to pass to the north-northeast, wait for the new advisory from the hurricane center, later than kip cal with it. 11:00 advisory, usually a couple minutes early. actually, we just heard just came in, now down to a category 1 intensity. the weakening trend has continued with this storm. that shouldn't be a big surprise. we haven't

the largest storm on the planet. about the sides of north carolina, south carolina and virginia combined. hard to miss it on radar. you see it on enhanced radar imagery, it's just off the coast of the carolinas. i can tell you the first impact on the united states is heavy surf. in terms of power ali was talking about moments ago, 145-mile-an-hour max sustained winds. gusts at 175. and this powerhouse is expected to roar its way to the north. where exactly is it going to go? according to the path of the hurricane center, the storm is expected to make a northerly jog over the next two days. by 2:00 in the morning on friday, should be just east of the outer banks. this thing say huge storm. so many people in the carolina coast dealing with heavy winds, of course, strong surf, tremendous waves. there will be millions without power before all said and done. as the storm is expected to move through, a category 3 storm. early saturday morning, a category 2 storm, perhaps, just off the coast cape cod with winds of 100 miles per hour. keep in mind these storms are very fickle and may jog out closer to

eastern virginia and then again, come friday, a threat to southeast new england, mainly the cape. a little early to tell specifically for the cape, but they're doing the right thing in the carolinas, getting the tourists out of the area. bill: it's moving at a pretty quick clip. 16 miles an hour, that's almost lightning speed for a storm this size. what are you telling the folks in north carolina that are watching now? >> reporter: well, it's actually a fairly typical speed as one comes down there and i don't think it will speed up a whole lot until it gets even with them. the watches that are currently in effect are going to have to be upgraded sometime today to a warning. they're doing all the right actions, they've been getting the people alerted as of yesterday, and they're starting to move the high risk communities that only have one way out and flood at a very low tide, they're already having those folks move, so i think we're in good shape on the sense of what the threat is in the market carolina, southeast virginia area. bill: bill, thank you very much. i know you guys are working

statewide elections we've had post-obama in massachusetts, virginia and new jersey. 50% decline in young people's vote. while many of them are disenchanted perhaps with president obama, i have to tell you, a lot of us older democrats are getting a little frustrated with the youngsters. this is a marathon race. yeah, they got their hopy changy guy in 2008. if they want to actually enact all that change, they have to stay in the game. >> david, from a republican perspective, do you think the gop would like to see more alan grayson? >> alan grayson is a big part of the problem, generally, with the country. he is really a talk radio figure more than a political figure. he is not somebody who is in congress to make legislation. obviously he can't work with anybody on the other side of the aisle, the way he talks. his strategy, it will work for him, is to become famous by being polarizing, to stand out, to become a symbol of the left for the left against the right. you can raise a lot of money that way. you can't accomplish anything. and that is part of the same disease that's consuming us all

. the midland issues has tornado watches and warnings. especially in virginia. across the border in north carolina, they took, look at flooding there. this is wilmington near the coast. and southeast corner of the state. and folks can expect this all over the place. our chief meteorologist is in the weather center. it looks like it moved west. >>reporter: most of the moisture is to the west of new york city and areas to the south. but you are seeing the pictures of wilmington with rainfall since sunday, over 20" in a matter of five days. that is causing big problems. and it is still raining. the new area of low pressure is building. that will funnel the moisture. the reason the moisture is dense is because of moisture from nicole with tornado watch in pennsylvania, delaware and all this rain that is heavy, a lot of leaves on the trees and we will see those knocked off. some of the leaves have changed and that will cause big time flooding. the totals just since yesterday, again, in wilmington, 8" and over 20" since early this week. this is where we got the flooding concerns, flash flooding

warnings for all of eastern north carolina and tropical storm warnings from virginia to long island. later today, hurricane warnings will sh issued for cape cod. a look at a powerful storm. you can clearly see the eye of the storm and weaken from here on out but it's already too strong so if it weakens from a 4 to a 3 that can still do a lot of destruction on the outer banks. it's traveling 50 to a hundred miles parallel to the east coast. if this had been 50 miles west of this this on would have been one of the historic and damaging hurricanes ever. it's a little off the coast and still do damage. tomorrow morning, during the morning rush hour into the noon hour, the strongest winds will be virginia beach, maryland, delaware coast up through the jersey shore. by friday afternoon the tropical storm force winds are about from new york city all the way out through long island including connecticut, long island and the cape. the hurricane force winds should arrive on cape cod come tomorrow evening by 9:00 or 10:00. they may even do evacuations on the outer cape maybe from orleans to province

mentioned the tornado watch. we do have a tornado warning just south of virginia beach there. just south into the norfolk area. also watching a flash flood warning around the d.c. area, already getting reports of roads with water covering them. that will be the problem in the big cities. our computers are forecasting as much as five inches of rain in the cities, especially north and west of new york and fimly, could be as much as six inches of rain in the next day or two. airports are going to be a big, big problem during the day high wind warning in effect for new york city. you get the general idea, probably the worse weather we've seen in the last few months. tomorrow morning still with us, but ending tomorrow afternoon is when the storm system will finally move out. give yourself extra time today. if you're heading the the airports, call ahead to see if your flight has been canceled or delayed. you're watching "morning joe" brewed by starbucks. maybe you want school kids to have more exposure to the arts. maybe you want to provide meals for the needy. or maybe you want to help when t
